Assistant Director Payroll Management Services

Position Description

Provides leadership in facilitating communication, decision-making, trust, professional development, employee relations, and compliance with Federal, State and IHL Board requirements and University policies.

Guides and directs campus personnel in recruitment, hiring, evaluation, discipline, retention, termination, classification, reclassification, training and fostering diversity.

Qualifications

Bachelor’s degree in Human Resource Management or related field is required; advanced degree preferred. Four to ten years related experience and/or training; or equivalent combination of education and experience. SPHR or SHRM-SCP certification and higher education administration experience strongly preferred.

Candidates should have strong organizational, interpersonal, technical, analytical, written and oral communication skills. A commitment to working with people from diverse backgrounds is essential.

Other Information

Ensures appropriate policies and procedures are followed, including federal laws, state laws, Institutions of Higher Learning (IHL) policies and University policies.

Maintains accurate and visible records for EEOC and Affirmative Action reporting.

Compiles data and completes reports for IPEDS and Affirmative Action requirements.

Ensures critical information is distributed to employees regarding human resources policies, procedures, laws, and fringe benefits, etc.

Participates in the development of University personnel policies and procedures.

Interprets personnel policies, regulations, and standards.

Develops, establishes and coordinates staff development programs and training.

Assists supervisors in documenting employee problems and sanctioning employees for policy and regulation infractions.

Writes directives advising department managers of University policy regarding equal employment opportunities, compensation, and employee benefits.

Monitors job positions and the development of new job descriptions.

Consults legal counsel to ensure that policies comply with federal and state laws, as well as IHL policies. Manages the processes related to compliance by following regulatory guidelines.

Oversees the analysis, maintenance, and communication of records required by law , IHL, or other University departments.

Writes and delivers presentation to University administrators, faculty and staff regarding human resources policies and practices.

Oversees monthly, biweekly, student and special payroll functions.

Keeps abreast of human resources technology, online training vendors and other HR solutions that are appropriate for the University.

Evaluates cost savings vs. technological savings to improve service while controlling costs.

Oversees benefit programs, evaluates new benefit programs and facilitates the request for proposal process related to benefits and other HR related procurement of services.

Prepares human resources reports for other University departments when required.

Administers performance review program to ensure effectiveness, compliance, and equity within organization.

Prepares and monitors office budget.

Develops and prepares office strategic plan and assessment.

Conducts investigations when employee complaints or concerns are brought forth.

Maintains the development and maintenance of the Human Resources sections of the University website.

Implements and annually updates compensation program, conducts salary surveys as needed, analyzes compensation, makes recommendations to administration.

Oversees the background check function for appropriate hires.

Serves as the Talent Management Solution project leader and support specialist.

Serves on University committees as required.

Performs other duties as may be assigned.
